Ratings Redone

I just realized that I hadn't done the February mini-tournament ratings, so I backtracked and did them, and then redid the Spring tournament ratings. I guess this is one of the dangers of not updating the site too often: I'm forgetting what updates I haven't made yet!

I should mention that my ratings-page updating program can now read NSA crosstable formats so future rating updates for tournaments which I do not attend will be extremely easy for me. The only problem will be in waiting for them to be posted to the NSA web site, which happens once a month only.
