May Tournament now LCT rated by NASPA

Our May tournament can now be rated by NASPA as an LCT event, which means rating changes will be 1/3 of what they would otherwise be.

(We had to rate it as LCT because we didn't meet the more stringent deadlines for advertising a regular tournament in advance.)
