November Ratings

Unfortunately, my attempt to fix the lingering problem that I described earlier was unsuccessful, so more work will be needed. However, I decided I'd better do a ratings update while I'm on break and have the time to do so!.
Only ratings from the WCC EB, WCC, and November tournaments were entered, so the change statistics will not reflect the CalSask tournament or the Victoria tournament.
